I need to have 4 POE cameras in my parking strip trees. Can I put 2 cameras on one IPCP-EXT2PG, and two cameras on another, and then use a third IPCP-EXT2PG to connect those into a home run to my POE NVR at the house?

We typically recommend not Daisy Chaining 2 or more at a time. As you can result in power and data drop over the course of the runs.
I would Suggest not having the 3rd IPCP-EXT2PG that connects the 2 others and have 2 cable runs out to the 4 cameras.
Am I correct in assuming that connecting a camera to an NVR via an IPCP-EXT2PG allows the Plug-N-Play features to remain intact, whereas, connecting via a POE switch will defeat the Plug-N-Play features?

If you connect only one camera to the IPCP-EXT2PG, then the plug n play capability will still be intact if you use say an H-series NVR and H-series Camera.
